That was explained. His station had access to illegal police-band radios and he was listening to their calls. Then he'd send messages to Kowalski over his regular broadcast program.

Now, for me there were a few unanswered questions such as why SuperSoul assumed that Kowalski was listening to his broadcast and was taking his advice. And since when has it been illegal to listen to police radio calls?

He didn't. His ego led him to assume that Kowalski (and everyone else in the area) was listening to him 24/7.

Not so sure, you know he tells the technician to ' switch off ' as K hurtles towards the bulldozers, and then shouts ' Stop', just before K impacts the bulldozers, so safe to assume he kinda felt K was not tuned in ?

There's a quasi-mystical element to the DJ, and his relationship to Kowalski. It's easy to gather that the DJ just assumes Kowalski is listening, so he starts broadcasting. But it's also heavily implied that (at one point) when Kowalski responds to the radio, these two are sharing a conversation. Which I took as symbolic, that they were kindred spirits in rebellion.

There is much in this film that is spiritual. Super Soul is psychic to a certain extent - his blindness, it is assumed, has opened him up to other paths of communication. He definitely responds to Kowalski's words as you say, and he is aware of the impending crash seconds before it happens. That is why Vanishing Point is so much more than a car chase film. It almost qualifies as science fiction in some respects, or at least a metephysical urban fantasy.
