The book by Robin Moore makes a statement, that he often popped eye on beautiful girls, hence his nickname.

wiki on their popeye page says he was called "Pop Eye" because of his keen observational skills.

isket is right. Eddie Egan gave himself the name "Popeye." As it's written in Moore's book, he called himself that because of "his favorite form of amusement, 'popeye-ing around,'" that is, searching out pretty women and charming them.
