shareOn one hand, that would have been far fetched for a variety of reasons : the police already knew his face, he had nothing to gain in killing them, it would have made him loose time, he didn't have enough bullets, and so on. I know the movie depicted him as a caricature and had him do pretty much every evil thing in the book, but killing the children just for the lulz would have been too much.

shareThe school bus scene was based on The Zodiac Killer taunting police by telling them he would pick off kids as they exited the bus after school. Scorpio isn't just a caricature of evil, he's based on the absolute fear that the bay area was struck with as he murdered at random, then bragged about it. Kids were certainly not off limits as evidenced by earlier murders in the film....and Zodiac targeted teens in a couple of his escapades.
shareI was a kid in S.F. during the Zodiac's killing spree...my parents & I were all scared to death when he said that 'school bus/picking off the kiddies' remark. I still remember the comments clear as day.
shareSo at the point it seems he would have nothing to lose. He'd kill the kids if he felt like it. But my guess would be not unless he had too.....put too much feeling into that rendition of "Row, Row Your Boat."
