If scorpio had gotten the money he wanted would he kill again?

Yes he would had begun shooting people again. This would happen as soon he ran out of the money he got.
He would do this simply because he found out how easy it was to hold a city ransom if you just shoot a couple of innocents first, before making money demands to stop.

I agree. Plus Callahan said that Scorpio likes to kill. So he would kill again. Since he was going to let the girl die anyway, he would probably kill again.

Since "Scorpio" clearly enjoys going out and killing people for sport, the chances are far, far better than not that he'd kill again and again, whether he had gotten the money or not. Nonetheless, I don't think that Harry Callahan should've killed him in the end. The best thing to do with a guy like "Scorpio" would be to lock him up for good, with no parole, and throw away the key! Let him spend the rest of his days in jail, suffering the pain that he inflicted on the families and friends of the innocent people that he killed, and wonder why he's in jail in the first place.

The crime rate was a lot higher then, the Zodiac Killer, who the villain here was based on, literally got away with murder, and the Manson Family was current events. Dirty Harry wasn't set up as the solution, though...he's another problem.

I didn't see Harry as a "problem" at all. He was the solution. Without Harry's actions, Scorpio may have escaped like the Zodiac killer.

Part of the reason the Scorpio Killer goes free in the first place is that Harry tortured him. Sure, he's a cockroach and has it coming, but it's not exactly legal. And Harry going rogue WOULD be a serious problem if he did it to an innocent man.
