Scorpio's boots

They're black boots with white laces.

Scorpio is wearing combat military boots. And the reason for this is because Scorpio was based on the then-active Zodiac Killer. Surviving Zodiac victims reported that Zodiac wore military-style combat boots. (Even the printing in Scorpio's letter was made to resemble that of the Zodiac's) These days white laces denotes White Supremacy. However I am unaware if that was the meaning as well circ. 1970-1971.
