$29.50 in 1971 equates to $172 today!!!
It is legitimate to make that comparison even though you could get a quality pair of slacks cheaper than that today. Think of what else he could've spent that $29.50 on - it could very well be something worth $172.

Except there were shotgun holes in them...would they repair that well enough so they weren't visible?

There were a lot of skilled seamstresses back then who ran small businesses repairing clothing. Back then we were a country that still fixed things instead of throwing them away. The idea of throwing things away was just getting a start in that period of time.
If they were repaired by a pro you'd have had to look really close to see the repairs.
They used to do a thing called "reweaving" at the dry cleaner's. You wouldn't have even been able to see the repairs.
