Before Scorpio is established as a nut-job, I will point out that he did have a rational motive for his actions: he wanted to blackmail the city into paying him off. He selected targets that he knew would strike a nerve, such as Black people and priests; kids would be better yet.

Insane? I don't think so. He was evil, that I grant. But he knew what he was doing and he did it for money.

I think he was more a sociopath which as I understand it is not a legitimate reason for Insanity Defense.
