The same universe as "Space Odyssey" ?

Different source materials aside, do you think "A Clockwork Orange" could easily take place in the same futuristic world as "2001:A Space Oddyssey"?
The narrator, at one point, says something like "while people live on the moon and orbiting the planet, the children here are left neglected" ...

No because there was a 2001 movie poster in the movie.

Since 2001 literally is referenced in the music store scene no.

However in the novel for 2001 the situation on earth is far from the more peaceful happenings in space.

The '2001' prop was likely a kind of wink-and-nod to the viewers, reminding them that Kubrick directed that movie as well. Since 2001 was outer-space-based, it's pretty hard to compare the two.
