I got no impression that the facility had been routinely growing Anthrax 13 or Galloping Bubonic Plague. And the whole situation would have been known by everybody in the facility - No way a bunch of scientists and technicians weren't talking. They had to know if something got loose it would be Virus X or The Satan Bug. Then you start up a flashing lights "We are all going to die!" alert. Panic time.

They'd include abandoning the contaminated, among other things. Anyone who worked in a high-level germ warfare lab would be trained in 200 different ways to ignore their natural human instincts and abandon anyone contaminated with nasty bugs to their fate, because then it'd be a case of one person dying vs everyone at the lab dying. Or everyone in the state, or the world.
