Sat on the shelf for over a year

Production had to have begun in September, 1969 at the latest. Character actor James Anderson died during the middle of the month. I wonder why so long on the shelf? Or did it take more than average time to shoot? Sounds like they didn't know what to expect as most films don't usually sit in the can that long---at least not back then.
