why are there so many different versions of the unofficial DVD?

If you look on ebay there are "Let It Be" DVDs with black/red covers, white/gold covers, plain white covers...

The only thing I can see different is slightly different track listings...

I guess most (if not all) dvd's are bootlegs,and the bootleggers make their own covers (?).
