Well it's an American movie so why not have a god show up in one of the biggest states in the country? Arnold probably worked in New York a lot throughout his career so it just makes sense.

Judging by the quality of the finished film, the producers and director must have lived in NYC, and had a travel budget that consisted of a handful of subway tokens.

I think the whole thing was an attempt to use an up-and-coming bodybuilder to capitalize on all the Italian "peplum" movies from the 1950s and early 1960s which starred muscular fitness competitors of the day and featured characters like Hercules and Goliath. But 1969/70 was a little late for that genre, as it had basically faded away by the mid to late sixties.
