Rome was really unscratched from war - or better the center of Rome was an "open city", so not a military target.
The suburbs of Rome, the railroad junctions and San Lorenzo borough was hit by US bombers. But nothing else.
So, this bit of film was "true" - and there is a bit of trivia about it.
First: after a day of two in this expensive trip to shot this few scenes, the executive producer phoned to the studio Saying "Nichols don't like Rome. he want to built another".
And, two, the traffic warden in white bell helmet and jacket was Buck Henry. The director was not happy for the performance of the bit-actor.
OK.....if you know anything about Mike Nichols your first bit of trivia is humorous. Yes, the traffic cop is none other than Buck Henry, which I am sure was a source of never ending hilarity between himself and Nichols.

I got it's a joke - I read somewhere in the USA they use the "Rome Wasn't Build In A Day" trope, more that we do in Europe.
And Catch-22 crew loved to pun the Studios - already aware of how costly is that movie.
