PLEASE help

Looking for the title of a movie I watched some years ago (okay to be fair I only watched portions of it.) Okay, this is gonna be kinda thin, but if you've seen the movie I'm talking about, then the following description will most likely cause you to identify. I post it here because it had some of the same surreal imagery of Satyricon, only hokier, featuring blatantly fake backgrounds (I remember a very hellish sort of setting being involved, prob toward the finale.) I was viewing it on one of the movie channels, HBO, Cinemax or something, but it was certainly slutty, with nudity in good supply, perhaps being an outright exploitation flick, albeit a weird one. The ending seemed to be on a night city street if I remember correctly, with police officers walking on the scene and taking away some of the principal characters for involving underage persons in the production of their movie (so perhaps the whole thing was a movie-within-a-movie? I remember being confused.) Seems like they had a lot of oldish semi exploitation flicks on such channels circa early 2000s, which is when I watched this. It was def much older than that though, I'd guess 80s if not earlier. Thanks 4 any help!!
