shareNo, I suspect Colossus and Guardian flipped a digital coin. Probably they gave Forbin some extra weighting as he was obviously younger and in better shape than Kuprin, and therefore likely to be around longer.
shareThe impression I got was that Forbin was the real genius that created Colossus, while Kuprin was the head of the team that was given some stolen plans and constructed a slightly less advanced copy in Guardian. If you're going to cut the staff to reduce risk, better to keep the real idea man.
shareThe impression I got was that Guardian was smart, but wasn't Colossus. Notice how Colossus addresses the world and makes the plans? I've got a feeling that Colossus absorbed Guardian and really just left people thinking that there was two of them, because of all the countries to be under control of an American based entity the Soviets are the ones that would reject it vehemently.
Colossus kept the act of being 2 machines just to keep the peace in Russia, but it made all the decisions itself.

Guardian also failed to stop the first nuke that hit the Russian oil field early on the film. The entire Soviet half of the system seemed just a bit slower and less refined.
