Who played the drunk waiter?

I've watched the movie several times, and I know the drunk waiter from other films and appearances (a few beach movies also, I think). I can't figure out who the actor is from the credits here, though. Any clues?

The drunk waiter is Steve Franken (Levinson)

He was Chatsworth Osborne Jr in 'Dobie Gillis'.
