To me, it satirizes a certain slice of American culture. No more than that.

It doesn't criticize America as much as it criticizes the inner workings of the entertainment industry (as symbolized by the director and the creepy and predatory agent) and the stuffy and hypocritical ways of certain segments of the upper classes, contrasted with the supposedly more liberating ways of American 60s counterculture.

The movie also criticizes America besides the movie industry. The two leads/heroes of the film are French and Indian, who are depicted as being completely devoid of the type of cynicism, judgmentalism and competitiveness of Americans.
