The real Nick Arnsteing was American-born, but his parents were from Germany and The Netherlands, respectively. Still, I don't think he would have a thick foreign accent (or one at all) if he grew up here. My older sister and her husband have thick Spanish accents, but their daughter (who's 8 and was born here) speaks English fluently and flawlessly. My guess is, the reason why Arnstein has an accent in the film is simply 'cause Omar Shariff (Egyptian born and bred) had one.
