There is a scene where Jonathan Kaye has McGarrett, Army & Navy brass, and the governor in the secret Diamond Head bunker. Each man has a nameplate. The governor's clearly reads: Paul Jameson. That name is also used in "A Capitol Crime" when Barnard Hughes's character demands to speak to "Governor Paul Jameson."
Being the 1960s and 1970s ,a lot of people in Government still (even after kennedy was shot) did not believe or felt they were or would be a target of anyone or any radical groups.
All that's changed since not only 9/11 but back to the Ronald Reagan shooting in 1981.

Okay ,i saw the peisode last night and th booze in question loks a bit dark (whiskey?) and i watched carefully. Steve is 'pretending' to drink it.
Conrad's not rewally watching him ,so he puts it up to his lips but he doesn't let any into his mouth. I knw he says fill it up after Conrad leavs but we don't see him drink that either.
I have to admit ,I totally lost it when I saw him i nthat mustache & get up. He looked like Stacy Keach on a bad day!

McGarrett always professed he was a non drinker, but what about in Cocoon, he has a glass of something on the beach with Nancy Kwan and pours two glasses of champagne and the end.was he going to pretend to drink that. Another episode, has Terri O'brien bringing a trolley full of food to his office (I take it there was a service lift in those days) and there was a bottle of wine in an ice bucket.
Do they ever say why McGarrett doesn't drink? There's nothing wrong with being a teetotaler, but as you say, he's pretty strong about it. I always wondered if there was a backstory.
Maybe it was always part of his backstory from the first season in the minds of the producers? And then over the years people asked about it until they finally put it in the show? I think that's possible-it is unusual for a person not to drink AT ALL in our society. I know some people who drink very little, I personally almost never drink, but the only people I ever knew who didn't drink even one drop had a pretty definite reason for not drinking. Sometimes they were recovering alchoholics, but others had reasons similar to McGarrett's, some kind of tragedy involving a loved one and alchohol. So sad about McGarrett's father-me and both of my sisters have all been involved in drunk driving accidents. Mine was a drunk who had been arrested the night before in another state and came to my state and totaled my car. One of my sisters had a drunk t-bone her car running a red light. And my youngest sister has had her car slammed into by drunk drivers twice. Terrible.
Except for Methodists, I never knew anybody say they weren't drinking because of their Christian beliefs. I was raised in a Baptist church and they always had beer at the cookouts. In a cooler behind a table where it was hard to see, but it was there. As you say, some people because of their religious beliefs don't drink, but I do think it's uncommon enough that people noticed it in McGarrett and it was addressed on the show. It's kind of interesting that they gave McGarrett this character trait, as it seems to be almost a rule that cops drink. I'm trying to think of even one cop on a TV show who didn't drink, and with the exception of Lenny Briscoe and Don Cragen on Law & Order (both recovering alchoholics) I can't think of a single one other than McGarrett.

I think that's a great reason to not become a user of any 'inebreating' substances. For my own standing ,I've tried (only once each) :
Beer - YUK!
Vodka - Tried it ,just never had it again.
Gin - Tried and nealry gagged on the taste & nealry threw up.
Flavored Malt Liquor - Only because of fruit flavor but..one hangover & it 'was' over.
Whiskey or other hard stuff ...No way I'd ever try them! Not even for $$$$$$$$.
I do however kinda like : White or Rose' Wines (I hate that 'dark' stuff.) - Used to buy once in awhile for myself but stopped. No real reason , just stopped. ...but now,only drink them with female company ,whooh!

Even aside from our family's Chiristian beliefs we never had any other close relatives or friends who drank (mostly for the same reason) so I was never compelled to drink. Still have no interest in it whatsoever. I tried a little beer when I was a kid and found it disgusting and had some wine and a margarita on 2 or 3 occasions but it's just not my thing. With all the beverages out there I have no need for alcohol. Plus why drink something that gives you a headache later? I've had my share of migraines over the years (not related to alcohol) so I sure don't need any more of them.

Probably has to do with the Puritan culture, that haunting fear that somewhere, someone might be enjoying themselves. It's like Muslims with the shroud that women wear in places like the Middle East or Pakistan or Afghanistan. I have been told by Muslims that there is nothing in the Koran about shrouding women like that, but culturally it became the thing to do. Or female genital mutilation, practiced in parts of Africa, there's nothing in the Koran about that, but there are Muslims in Africa who do it. If you read Ayaan Hirsi Ali you'll find a lot about practices that have nothing to do with Islam that are embraced by Muslims. Same with any religion. There's what the religion teaches, and then there's what people have made of it over the years. I'm a Christian and I drink. Not like a fish, but I do like me some single malt scotch on occasion.
We look at the wine that Jesus drank at the wedding to be the same type of wine that he drank during the Last Supper and that we drink during communion. Which is non-alcoholic and more like grape juice but not quite. The Bible teaches us not to "get drunk on wine" (Ephesians 5:18) (i.e. any beverage that is alcoholic and is capable of making you drunk).
It has nothing to do with oppression or being fearful of enjoying life too much. I sure hope my life isn't so sad that I depend on alcohol to enjoy life. I have a long list of things that make life enjoyable for me but alcohol isn't one of them. It's a non issue for me. I don't even think about it. It's simply something I don't do so it makes no difference in my life. Like golfing. It's not for me. Don't care for it. Never did. Doesn't mean my life is incomplete without it.

I can take it or leave it and people can't do that with addictive drugs.

I doubt it. Writer Jerome Coopersmith was a prolific writer for Five-O and assisted Creator/Producer Leonard Freeman from the very beginning. According to Coopersmith:
(Freeman) had often told me, "I don’t want to know anything about McGarrett's personal life. He exists only as a cop."
I never think anything that happens in a pilot is very significant. They didn't even have James McArthur in the pilot episode of Hawaii Five-0. The pilot is what they have to sell the show and significant changes may be made later. As to the champagne, I would have to see the episode for myself. That's a good website and so far I have found them to be accurate but I haven't seen some of the episodes for decades.

But you didn't write about "some elements" originally. What you originally wrote is (emphasis mine), "I never think anything that happens in a pilot is very significant." That's a big difference.
Looking at Five-O's pilot, I would say that, unlike some TV pilots, it is "canon". Yes, some roles, like Danny and the Governor were recast. However, 75% of the four man team continued with the same actor/character combinations. Important recurring characters like Jonathan Kaye and the aforementioned Wo Fat were introduced. The details of the Five-O team being based in the Iolani Palace, reporting to the governor, etc. were established. And the pilot was written and produced by series' creator Leonard Freeman.
So, it's not surprising that, according to Mike Quigley:

Very interesting. However, it leaves a question unanswered that I have always wondered about. Why was Five-0 headquarters ever in the Iolani Palace to begin with? I'm not a social justice snowflake, but it does seem a bit inappropriate. It's the only palace on American soil, isn't it a museum in real life? At the time of Five-O's premiere in 1968, the Iolani Palace was where the government offices of the State of Hawaii were located.

He says he never 'uses' it. I think he means ,not like most people would on a regular basis. ...but, if he's in the company of a lady he truly likes (or maybe even close friends) ,he'll have a 'touch' or 'sip' of wine or champagne.

Hardly a good example. People do things in times of severe stress they normally would never do. I think the show did a good job of establishing that McGarrett generally avoided alchohol. It didn't really say why he did, but we see that he did.
