Internal Affairs DR-20- Why ????

In Season 3 Episode 12 Friday and Gannon are working Internal Affairs investigating an accusation of police brutality. After a rewatch I’m wondering what exactly the officer in question did wrong. The guy that filed the complaint admitted he tried to grab the officers badge, and yet Friday acts like the officer struck him with no provocation at all.

In the Dirty Dozen, when Major Reisman was interviewing Wladislaw, he said it the best - "Ya let someone see you do it!!!"

Friday was in a difficult position. You can see from the four witnesses reacted about the rights and wrongs. Two for the police action and two against. I think if it had been three against one for the policeman Friday may have acted differently.
