In late 1982 Jack Webb was working on bringing Dragnet back, this time with Kent McCord, reprising Jim Reed as Friday's new partner.
MASH had just ended in 1982. Why not bring back Harry Morgan?

...probably because he was working as Col. Potter in M*A*S*H*.

Morgan was planning on retiring when "After MASH" ended Web might have approached him and he said no. Plus it's probably hard selling a show with 2 60-somethings as the leads.

Morgan didn't retire because his 1st wife died.
