i'd have to say scrooge. the grinch was only intentionally mean to people during christmas, while scrooge was mean to people all year, all the time
WHY IS WHO?
Definately Scrooge because the Grinch left the Whos alone for 50 years, and he just took their things, Scrooge was a terror to people every single day of the year, and he made sure people didn't get things they wanted, or for the most of it rather the things they needed.

With Scrooge, we know how he acted on the other 364 days of the year.
With the Grinch, we have no idea. (I don't think? Unless perhaps we do from other stories and not necessarily this film?)
So, it's impossible to make a fair comparison.
