What Exactly Happens To A Disavowed Agent?

When I was watching My Friend My Enemy, there were a couple of times when another character says to Jim in an anxious voice, "You know what will happen if Paris doesn't pass the clearance process?"

So, what would happen? In the episode Elena, Dan tells Rollin that if Elena's behavior can't be fixed, the IMF will label her "unreliable" and shot.

Any theories?

Watch the 12th episode of the 1988 Mission: Impossible show. Agent Casey Randall was caught and killed, and the government disavowed any knowledge of her actions.
