Not lame but pretty tame.

Very one dimensional, but still a good villain and probably one of Bond's most iconic.

He has no depth. There's nothing sympathetic or relatable about him. He's just straight up evil.
I suppose that makes him a great villain, but there's nothing really human about him.

Both seem to be motivated by greed, at least their schemes are. Goldfinger is less evil as he already does run a large company and could pass for being a decent guy if he got what he wanted. Maybe he just hides it better than Largo.
Also what do you think was the most evil think that Largo did?
Excluding the very plot of the movie with includes orchestrating the murder of Domino's brother, several pilots, and stealing nuclear warheads to hold the world ransom, feeding his own men to sharks and torturing Domino come to mind.

I always thought he was a boring villain. Say what you want about Never Say Never Again but I like that version of Largo much better. In fact I think he's one of the best Bond villains.
