So..Mexico didn't have film censors in the '60ties?
it is fascinating to see tits on BW film in the same period when USA was carring an official FBI investigation over supposed pornographic lyrics in song Louie Louie.
An artist has a moral obligation to represent the truth, as he sees it, through the expression of his work. Surely, even a cursory inspection of history reveals that at least some part of society always strives to suppress the truth but, in the end, the truth is usually revealed. In this film, Bunuel's artistic expression of truth seems to have necessitated showing tits on screen. However, Mexican censors or not, & the FBI & "Louie Louie" or not, the truth in this film, & the manner in which Bunuel chose to express that truth, tits and all, has prevailed because this film is readily available today for all to view.
