Photo in Clouseau's office...

There is a framed photograph on the wall of Clouseau's office that depicts Clouseau in a receiving line, shaking hands with some sort of V.I.P. The photo is shown in frame a couple of times, and I can't help but think it has some sort of comedic intent. The only problem is, I have no idea who it is that Clouseau is shaking hands with. Can anyone clarify this apparent sight-gag for me?

I noticed the same thing. It reminded me of a photo of one of the Soviet Premiers at the time.

I believe if you freeze-frame it you'll see it's President of France Charles DeGaulle.

I like that photo! Apparently, Clouseau has done a little trick photography and inserted his body into a picture of Charles DeGaulle shaking hands with some African dignitaries. Look at it closely, and you'll notice that Clouseau's frame is a slightly-different resolution that the other people in the picture and, while the Africans and DeGaulle seem rather relaxed, Clouseau is very stiff and formal.
