Can anyone answer this?:

"how does an idiot become a policemen?"

"It's simple, all he'd have to do is enlist..."

Seriously before you made this brilliant observation did you even see the movie before this when he recovers(at least he's given credit for it) a priceless jewel. He is always solving cases, in one of the movies he saves the world, sure he's a bumbling idiot but except for the people that see it first hand no one knows it. Whether it's by dumb luck or skill he Always solves the case.

In The Pink Panther Strikes Again Dreyfus says kill Clouseau or he will destroy the world so alll of the countrys of the world send their best killes to kill Clouseau and they wind up killing each other one number they say is 26 and the U.S Goverment thinks he has done away with them all so this is one reason they think he is the greatest policeman

while you're right about the idea that it's only the people who see it first hand that know he's an idiot, i think you've attatched some unwarranted sarcasm to the previous quote... the line about how all you have to do is enlist is a comical reference to a quote from Clouseau in Return of the Pink Panther, where Dreyfus specifically asks how an idiot could become a policeman, and Clouseau's reply was the above quote...

...unless i've totally misunderstood something...

You must be new to this planet.

I always thought that Inspector Clouseau's character was invented by a guy whose genius and hard work had gone unnoticed, while all public credit for his efforts went to some stupid boss or manager and this was the author's revenge.
