Whose idea was it for the word "Lisp" to have an "S" in it?

Anyone know who this guy is? It looks like Tim Turner, who dubbed Todd Armstrong's voice, but I'm not sure about that.
I love this movie, watch it all the time still. Never saw that facebook page until today, very cool.
