I've seen a flock of pigeons or starlings cause trouble (noisy early morning, bird doo all over), get in the way of planes, etc. This was around an apartment complex, building, Costco, gas stations or airport, but haven't seen this many act this way because of power lines.

That is one of the best videos I've seen of birds gathering in a built-up area. I had a laurel hedge near my door absolutely alive with starlings once but that was when I was living on the edge of a village.
