I agree on both counts. One, many think she was 16 because 1962-1946 = 16, but Duke's birthday was in December, and films tend to be made the year before release. I didn't look up to verify when this was made, but my guess is she really was 14.
Then the issue of Keller's age. Yes, Anne first met Keller before Keller turned seven that year, but this film never claims she is six. As the most recent post says in this thread, it's not a documentary, and ultimately the story still works well even if Duke clearly could not pass for Keller's true age the first year she worked with Anne. I'm often particular about such things, but when adaptations are done well, facts being altered do not hurt the integrity of the project.
