Holly was described as being between 16 and 30 - this is what she looked like to her neighbor - sorry but there's no way not to be able to distinguish between women/girls of those age gruops - teens look like teens and thirty year olds like thirty year olds.

I think you underestimate how a young man in the big city for the first time might not be able to tell the difference. He can sort of tell that she's not all that old, but women "dress older" in big cities, so that can confuse the eye.
Fred also isn't all that old, and some people find it harder to distinguish ages when they're young. When he's older, he'll recognize the difference more easily.
