Running out of money?

Were they running out of money by the time they got to the world of the Morlocks? Their makeup, their surroundings, and especially their machinery seemed underproduced and cheap.

No, they had a small budget to begin with. Costumes and sets were all designed and made before principle filming began. They were pretty good for the time and comparable to other small budget films for the era.
