Where were all the fallout shelter people?

Presumably there would have been all those survivors staying in their fallout shelters that were such a craze back in the 1950s. There they would have had access to their battery-powered radios, which would have advised them on the safety of emerging from the shelters after a week or two. I guess they didn't work, given that only three survivors in the entire Western Hemisphere turned up.
Now that would be a big class action lawsuit against the shelter manufacturers.

Feel sure there were more survivors than film had time or budget for. Film could have become "The Stand".

Remote places like Australia, North and South pole regions, Hawaii, other island locations would have taken more than 5 days time for people to get fatal overdose. Remember half-life reference? Stay sheltered for 5 days and you should survive.

Fall out shelter people would probably also survive as they hopefully would have some basic survival instructions as Don't come out for (Pick certain time duration to remain inside) days/weeks/etc.

Hopefully you don't say "Incident happened yesterday. Let's go outside and check things out today!"

I Was thinking more along the lines of submarines, though I'm not totally sure of how long they were able to stay submerged at the tine the movie was made.
