My understanding is that a studio's legal department checks scripts for possible name conflicts. (The classic example is changing Mary Crane's name to Marion Crane, as there was a Mary Crane living in Phoenix.) Yet the murderer in "Rolling Bones" is named Willard Scott!

Willard was a popular radio personality on WRC, though he would not create Ronald McDonald until 1963. Still, it's surprising he was overlooked. Perhaps it was thought he wasn't well-enough known.

I agree. When I saw that I did a double take. Apparently his being on local radio was not enough to cause the name to be changed.

Apparently, the connection in the Psycho scenario was that both lived in Phoenix. Was there a connection between the two Willard Scott's?

There is no connection. Willard Scott was the original Bozo the Clown and when not clowning around, was a very lovely person.
