seems like he continued to mess with rhoda until she had enough!! my feeling were that she wrote him off as a "silly man" with no significance...but he continued to push...when he became a threat she had to deal with him!!

He was just one of many characters who acted stupidly in this movie. For someone supposedly smart or at least street-smart, his actions made no sense. At the very least, once he found the shoe, he should have gotten out of there quick-smart and either taken it to the police or just run away (if he thought they wouldn't believe him)

Exactly. But rather, he went to the basement to in close proximity to the explosive furnace to take a nap on flammable excelsior. Doing this with a psychopath pissed at him that he just provoked. Not a smart move.

Leroy wasn't a moron, but he was not highly intelligent.

He liked pissing off Rhoda, but he didn't realize she'd killed Claude until Rhoda went ballistic about the shoes. Even so, he probably didn't think he was going to end up as Rhoda's French toast that very day.

He was just less naive about the perfect picture of virtue she presented (as opposed to her parents or Monica Breedlove). Like Miss Fern he can't believe she's actually a murderer.
