Awww, nice idea. The ending of the film could be Gill-Man and Gill-Woman kissing passionately for the final time before the cruel, nasty humans split them up to administer the shock treatment that'll torture and ultimately kill the poor creatures.
Poor Creature. He deserved some affection and it would've been sweet to see a Gill-Woman as a romantic interest on screen...

At one point (IIRC from the DVD documentary), they were going to use the original scrapped design for the Gill-Man as the basis for a female Creature in a later film, but that idea never panned out.
shareJanice Dickinson would be a good casting choice for the female Creature....look at all the money they would save by not having to build a suit.
