Might be "The Brain from Planet Arous" with John Agar. I remember
seeing this when I was a kid. There was a big brain that was
trying to take over the world in it.
You may be thinking of Invaders From Mars, which had a "Martian" in the form of a green humanoid head atop a small body with little tentacles, which is housed inside a transparent bubble and gives orders to the large Martian android creatures, apparently through telepathy.
