The only similarity they share is the pseduo-continuous take, so not really an homage, also several other films have done this sort of editing as well and even a film with no edits (Russian Ark).

Apparently Alejandro Gonzalez Inarritu hates the comparison, so you're right, it's not an homage.

But the fact that Rope had no CGI or EFX and was limited to 10 minute reels, it remains a great achievement. One take could never have been done in those days.

It's too bad that Birdman had nothing much else to offer besides the (digitally assisted) continuous shot gimmick and a great Michael Keaton performance.
