Spoiler: Question about Sam

Was Sam an undercover cop or government agent of some sort?

When the two Iverston cops enter his room early in the movie, to tell him that Toni has been arrested, one of them asks Sam something like, "Where is it?"

Sam gives him an item that looks like a wallet. The cop opens it, and asks him something like, "Why don't you wear this, like I wear mine?" He might even say the word "badge," I can't recall. Sam responds with something like, "I like to go incognito."

Later, when the private detective gives Walter the backstory he learned about Sam, the detective reveals that no one knows where Sam gets all his money.

I'm pretty sure they're saying that Sam is a government agent (working undercover to shut down organized crime or something like that), but it's never actually said explicitly or explored in the story.

Did anyone else notice, and does anyone know if Sam is actually meant to be a cop?
