That is a more modern charge. Yes, some people back then did end up in the drunk tank, but that was generally for being disorderly. Until the 80s, if you were caught driving after drinking, it didn't necessarily mean you weren't capable of getting home. If a police officer thought you might be at risk, they would give you a ride home.
