Did time still pass when George was never born?

When George was never born did time lapse in the current time? So if his never been born experience took 2 hours did 2 hours pass in real time?

There has to be enough time to pass for Mary and Uncle Billy to collect the donations to keep George out of jail.

In the scene where he visits his mother, she looked not so much angry but, distrustful of strangers. I was wondering since 'George' was never born, his brother fell through the ice and drowned, if she was still mourning 'Harry's' death?
