I know it's not

but it has such an English style to the surroundings. The cottage, the lanes they walk, the ocean and the cliffs. Why is this?

reply

Well, it is New England, and a lot of does look like Old England - parts of Maine, Rhode Island, Connecticut.

I also thought it was set in England---I think the original story (it was a silent movie first in 1924) might have been set there with a WWI couple. Also, the whole thought of a cottage sounds English somehow. Herbert Marshall is from England and has an English accent and he narrates the story. Hillary Brooke, the fiance, seemed to have a quasi-English/uppity Eastern accent, so it's easy to think that the story is in England.
