Were viewers supposed to be in suspense as to who the double agent was? Victor Francen's persona from the first minute pretty much screams, "I'm the bad guy!"
Maybe we were supposed to be fooled when he was revealed to be working with Sidney Greenstreet's group, but nah. He's a bad guy in every movie I've ever seen him in.
