was the title supposed to have punctuation?

How Green was my Valley seems to either be a question or a exclamation.
Well if it was an exclamation it would be How green my valley was!

It's not a question. And it doesn't require an exclamation point unless you're trying emphasize something.

How green was my valley... I remember it like yesterday... Ahhh...

Seems fine to me.

From Wikipedia:

The title of the novel appears in two sentences. It is first used in Chapter Thirty, after the narrator has had his first sexual experience. He sits up to "... look down in the valley." He then reflects: "How green was my Valley that day, too, green and bright in the sun." The phrase is used again in the novel's last sentence: "How green was my Valley then, and the Valley of them that have gone."

So the title is an excerpt rather than a full sentence and doesn't require punctuation.
