I just watched it this evening (it's been released on Blu-ray here in Australia), and I suspect it's almost all you could hope for, Buckster.
There are a few sequences (such as the opening riot at the airport in China) where the restorers clearly did their best, but were hampered by limitations in the source material available to them, but those are rare. For almost all of the film, the image is completely stable -- both physically and in tone/contrast -- with fine grain that hasn't been scrubbed away and no ugly edge enhancement. Signs of damage and dirt are rare. They've kept the audio in its original mono, but it's clear and free of noise.
It's not perfect, but given the well-documented deterioration of known copies before anyone attempted to preserve this film, they've done a lovely job.
It's like the previous special edition DVD, in using the full-length audio track and filling the missing footage in with production stills. But it includes the new footage they've found and restored -- the meetings between Conway and the High Lama are now complete, and we get more of one of the early conversations in Shangri-La between Barnard and Lovett.
For this film, it's another leap forward.
