Mildred was so evil, self-absorbed and spiteful, that she figured Philip would have wanted her to steal the money, if only for the sake of the baby. So rather than giving him that small consolation, she completely wasted the money by setting it on fire.

Burning the money is a bigger '*beep* you' gesture. If she had taken it, it would have seemed more like she did it for herself, rather than because she hates him. By burning it, she's showing how much she really wants to hurt him because her only purpose is to destroy his career, not actually do anything for herself.
