What does the mayor whisper to Pincus?

When the Mayor gives Pinkus the business card to the local house of ill repute, the Mayor whispers something in Pinkus' ear. In the TCM version I watched today what the Mayor said is dubbed over with something like "they'll give you whatever you want" and it's in a completely different voice.

Was what the Mayor whispered censored out, and if so what was it? Or was that bit of dialogue dubbed in later when the actor wasn't available?

'You can get anything you want' is what I heard. I think those words fit that scene and the story. The mayor is sending Pincus down to what I suspect is a house of ill-repute. He says tell them Fred sent you; obviously he's a frequent customer and is well known to them.

It's another example of the corruption in the administration. The reporters had been saying all along Williams, the guy they're going to hang, was railroaded. They know he's innocent but they don't care. Then they keep delaying the hanging until just before the election so they can get a boost at the polls. After Williams escapes, the sheriff wants to make sure he's shot; hoping to keep people from finding out he gave him the gun he used to shoot the expert and escape.
