i never happened upon the IMDB Starmeter's #1 person until now,
not really sure why she's at the top of the list, either

I looked her up because she's in Space Force /tt9612516.

same here, but that's about it, i can't figure out how she is #1

That series is quite popular (imdb page views) because of Steve Carell and she gets some of that attention. Starmeter probably factors in page views of the actor, their shows and number of news articles about them and their shows.

And she's a new pretty girl.
