I just found out that it was Charles Fairbanks, VP for Theodore Roosevelt.

Nixon was Eisenhower's V.P. when Nixon debated John F. Kennedy in the first televised Presidential debate, and apparently Nixon hadn't shaved before the debate and he looked like crap (although people listening to the debate on the radio thought that Nixon beat Kennedy...)
