I think the "final" winner will be Banks.

LA TIMES

Winner: Harington

Analysis: This is Harington’s first nomination, mostly because, let’s face it, playing Jon Snow doesn’t require that much range. But the stoic character dominated “Thrones’” sixth season and all those “Jon Snow Returns from the Dead” headlines — along with Harington’s improvement as an actor over the course of the series — could be enough to earn him the Emmy. If not, perhaps Banks, who should have won last year.

Of course Banks is a strong contender.

But what has been pointed out at many sites is Banks had a very strong showing last year, and a much less impressive one this. The same dynamic that worked for Peter D. last year (great season four, wins in five) could move voters to compensate Banks, and there is always respect for veteran character actors who have not been awarded before, but I believe voters will take everything Kit does as Jon Snow (the superlative physical acting, non-reliance on stunt doubles, the subtlety, the staying true to the character, the use of eyes, expression, gesture, the immersion in the character) in making their decision.

USA TODAY - Our critic picks the Emmy winners in acting categories

Should win: Jonathan Banks
Will win: Kit Harington

This is another category for which a repeat win — in this case, for Dinklage — should not be ruled out. Still, it does seem that most of the Thrones attention this season went to Harington, and most likely that will be enough to push the Emmy his way. My vote would go to Banks, but then, that could be true almost any year.

Washington Post -

Emmy Awards 2016 predictions: Who will win, who deserves to win and who could surprise us all

Will probably win: Peter Dinklage
“Game of Thrones” is still on fire heading into its final years, and Dinklage has won this trophy twice before so…why not?

Deserves to win: Kit Harington
Ditto about “Game of Thrones,” and Harington deserves some attention in his first year in the category.

Dark horse: Kit Harington
Honestly, if it’s not Dinklage, it will be Harington. This is a “GoT” category.
